Scoping: name the unresolved question, current alternative, reviewer and decision date.
Readiness: agree the dictionary, data boundary, method, fee and acceptance tests. Stop if the evidence cannot support the question.
Review: reconcile the extract, run the comparison, challenge the response and preserve one revised-data retest.
Readout: compare observed effort and review quality with the baseline. Export the record and decide whether further work is justified.
